Margus Arm
Margus is the Director General of Estonian Health and Welfare Information Systems Centre (TEHIK), the competence center for e-services in the fields of health, social security, and labor under the governance of the Ministry of Social Affairs. TEHIK manages critical information systems and databases for 1.3 million people in Estonia, developing e-services that streamline interactions with the state, making administrative procedures faster and more efficient. Margus has been leading TEHIK since 2021.
Before joining TEHIK, Margus served as the Director of the State Information System Branch and Deputy Director General at the Estonian Information System Authority (RIA), playing a key role in the Estonian digital government infrastructure. His teams were responsible for the development and maintenance of essential e-government services, such as electronic identity, data exchange systems, e-elections, and the national state portal.
Margus’ expertise lies in overseeing and advancing digital public services, which are vital to Estonia’s leadership in e-governance.
